A memo obtained by Newsweek shows the Iraqi National Congress fed questionable intelligence reports about Iraqi WMD and purported ties to al-Qaida directly to one of Vice President Cheney's top national security aides, as well as to a senior member of the Office of Special Plans who formerly served as military adviser to Newt Gingrich.
